At first sight, the DROCON Blue Bugs with reliable brushless motors seems to be one of the best drone under $200 for GoPro and alike action cameras.

Doing some research, I found some pretty nice aerial footage using the Blue Bugs and various action cameras (like: SJCam, Xiaomi and GitUp). Cheap cameras are OK, but honestly, the lack of GPS positioning system is a big cons that would stop me hang on it an expensive camera like the GoPro Hero6 Black.

The 1800KV brush-less motors generate enough lifting power to carry an about 80 grams action camera. Some dudes, in order to obtain stabilized videos, went even further and mounted a 2-axis gimbal on the drone. Of course, the extra weight will slow down the drone and also dramatically decrease the flight time.
